and Monsieur Carlin has the honour to ask Sir Edward Grey to
kindly recommend the case for re-consideration by the proper
Authorities in order to obtain, if possible, that the cables
exchanged between the Zurich, Shanghai and Yokohama Establish-
-ments of Messrs. Pfister may be allowed to be forwarded to
their destination within the time normally taken for the trans-
-mission of such communications.
